Curaçao–Colombia Trade Mission Strengthens Business and Investment Cooperation

WILLEMSTAD, CURAÇAO, September 24, 2026 The Curaçao–Colombia Trade Mission strengthened economic ties between Curaçao and Colombia by connecting Colombian companies with Curaçaoan businesses and public-sector stakeholders to explore opportunities for trade, investment and collaboration.

The mission, organized by CINEX in collaboration with the Ministry of Economic Development and Caribe Exponencial, brought more than 10 Colombian companies to Curaçao. More than 20 local companiesparticipated in the matchmaking and roundtable activities, creating opportunities for direct business-to-business connections. Daniel Rubio, Director of Caribe Exponencial, played an important role in bringing the Colombian delegation to Curaçao.

In May of this year, Caribe Exponencial and CINEX signed our Strategic Partnership and Cooperation Agreement, with a very clear vision: to connect the Colombian Caribbean with Curaçao and open new opportunities to do business in the region. And this week, just a couple of months later, we brought this important agreement to life.

The Ministry of Economic Development, Ministry of Finance, and Ministry of Traffic, Transport and Urban Planning (VVRP) each play an important role in creating the conditions for investment, economic development and project realization in Curaçao. CINEX works across the public and private sectors to connect opportunities, facilitate introductions and assist businesses and investors.

CINEX and TSTAR Sign Collaboration Agreement

A key moment during the Curaçao–Colombia Trade Mission Roundtable was the signing of a Collaboration Agreement between CINEX and TSTAR B.V., developer of Tarper29, a locally rooted luxury sea-view residential development in Piscadera.

Tarper29 comprises 17 residences across three low-rise buildings and has received its building permit and a tax holiday under the government’s social-housing investment facility. The collaboration with CINEX will support the project’s investment positioning, including its sales and engagement with potential investors and buyers.

Under the agreement, CINEX will facilitate connections between TSTAR and potential investors, buyers, financiers and relevant public and private stakeholders, while supporting investor and buyer matchmaking through selected investment-promotion activities.

His Excellency Dr. Roderick Middelhof, Minister of Economic Development, was present to witness the signing moment, highlighting the importance of cooperation between government, local entrepreneurs and international business partners.

Supporting Local and International Investment

CINEX’s mandate is to attract, assist and facilitate investments and exports, both internationally and locally. This means not only attracting international capital to Curaçao, but also strongly supporting local entrepreneurs in developing, positioning and growing their projects.

The Tarper29 collaboration is a clear example of this approach: a locally rooted development being connected to CINEX’s investment-promotion network and international reach.

“Our role is to build bridges between Curaçao and international markets, and between international capital and Curaçaoan entrepreneurs. We strongly believe that local businesses must be part of Curaçao’s investment and economic-development story.”
Miles B. M. Mercera, CEO, CINEX

The Curaçao–Colombia Trade Mission and the CINEX–TSTAR collaboration demonstrate Curaçao’s commitment to building international economic partnerships while creating tangible opportunities for local businesses, entrepreneurs and investment projects to develop and grow.
